- A child born in Korea, staying in Korea for more than 15 years, attending middle/high schools in Korea, or graduating from high school.

(The expanded target)

- In the case of a child born in Korea or entering to Korea as at infancy (under 6 years of age), a child who has stayed in Korea for more than 6 years, is attending elementary/middle/high school in Korea, or graduated from high school.

- Or, in the case of entering the country after infancy, a child who has stayed in Korea for more than 7 years and is attending elementary/middle/high schools in Korea or graduated from high school.
